Negotiated Rulemaking

Texas Education Code Section 61.0331 requires the Texas Higher Education Coordinating Board (THECB) to engage in negotiated rulemaking with institutions of higher education and other affected entities in accordance with the Negotiated Rulemaking Act, Texas Government Code Chapter 2008, when adopting policies, procedures, or rules relating to certain matters. Texas Administrative Code Rule 1.14, sets forth the THECB's negotiated rulemaking process.

Current Negotiated Rulemaking Committees:

Negotiated Rulemaking Committee on Texas Educational Opportunity Grant-Community Colleges
To provide institutions with greater flexibility in administering their state financial aid funds, the THECB proposes the elimination of reallocations and institution of biennial, rather than annual, allocations. To do so would require a modification to the TEOG-Community Colleges allocation methodology.

Negotiated Rulemaking Committee on Texas Educational Opportunity Grant-Technical and Lamar State Colleges
To provide institutions with greater flexibility in administering their state financial aid funds, the THECB proposes the elimination of reallocations and institution of biennial, rather than annual, allocations. To do so would require a modification to the TEOG-Technical and Lamar State Colleges allocation methodology.

Negotiated Rulemaking Committee on Toward EXcellence, Access and Success (TEXAS) Grant
To provide institutions with greater flexibility in administering their state financial aid funds, the THECB proposes the elimination of reallocations and institution of biennial, rather than annual, allocations. To do so would require a modification to the TEXAS Grant allocation methodology.

Negotiated Rulemaking Committee on Tuition Equalization Grant (TEG)
To provide institutions with greater flexibility in administering their state financial aid funds, the THECB proposes the elimination of reallocations and institution of biennial, rather than annual, allocations. To do so would require a modification to the TEG allocation methodology.
