Raymond F. Messer is President and Chairman of the Board of Walter P Moore. Headquartered in Houston, Texas, Walter P Moore is recognized worldwide, emphasizing technical innovation, operational excellence, and close and enduring relationships with clients. Under Messer's direction, the firm has won numerous prestigious awards for engineering solutions and recognition as a "best place to work."

Messer joined Walter P Moore in 1981 and became president in 1993. At that time, the firm had four offices and provided structural, civil, and traffic engineering services. Today, Walter P Moore has approximately 400 professionals in 13 U.S. cities and has expanded to structural diagnostics, transportation engineering, and parking consulting. Messer has over 35 years of experience in various aspects of engineering design, project management, and construction, with a special interest in the interface between design and construction. He is a registered Professional Engineer in four states.

Messer is currently associated with the following organizations: he chairs the Board of Trustees of Carroll College in Helena, Montana; serves as a board member of the American Council of Engineering Companies (ACEC) Life/Health Trust; serves on the Texas Higher Education Coordinating Board Advisory Committee on Higher Education Cost Efficiencies; and serves on Texas A&M University's Civil Engineering Advisory Council. In Houston, Messer focuses his time on business and professional organizations such as The Greater Houston Partnership, a business advocacy organization; AIA Houston; and Theatre Under the Stars. Messer is the past president of both the Texas Council of Engineering Companies and the Houston Architecture Foundation.

Prior to receiving degrees of a Bachelor of Science in Civil Engineering and a Master of Science in Engineering Mechanics from Columbia University in New York City, Messer obtained a Bachelor of Arts degree in Mathematics from Carroll College in Helena, Montana.
