The goal of the grant program is to increase the number of graduates. While some increase in graduates can be obtained in the near term by increased retention, in general, it requires four to six years to produce a graduate and the Coordinating Board defined three pre-graduation enrollment measures, in addition to number of graduated students. All participating institutions track all four measures.
ENTERING - a student with a declared major in the eligible engineering or computer science programs who is in good standing and a freshman in college.
PROGRESSING - a student with a declared major in the eligible engineering or computer science programs who has a GPA of at least 2.0 and who is a sophomore or junior in college.
ADVANCED - a student who has been admitted to an eligible engineering or computer science degree program and who is a senior in college with a GPA of at least 2.0.
GRADUATED - a student who was awarded a baccalaureate degree from an eligible engineering or computer science program during the previous 12-month period from the beginning of the present semester.
The Technology Workforce Development (TWD) Grants Program Advisory Committee simplified the roster definitions at its May 3, 2006 meeting. The new definitions are sufficiently similar to the old definitions, that longitudinal coherence of the roster data should be warranted. A department may choose to keep their established routine of collecting data under the old definitions, if it so chooses. (The previous roster definitions are published in 2002, 2003, or 2005 Prgram Announcements.)
The table below shows changes in fall enrollment and in number of students graduated for departments with TWD grants. The table lists comparisons between the respective year prior to TWD funding and the fall of 2006.

Below are two sets of tables and graphs, summarizing the roster totals for TWD computer science and electrical engineering departments of the "TWD Cohort" that started with grants in 2002.
TWD Cohort institutions are for Computer Sciences: Lamar University, Tarleton State University, TEES, Texas State University, Texas Tech University, Texas Woman's University, The Universities of Texas at Arlington, Austin, Dallas, San Antonio, and Tyler, Universities of Houston Clear Lake and Victoria, University of North Texas.
TWD Cohort institutions are for Electrical Engineering: Baylor University, Lamar University, Prairie View A&M University, SMU, St. Mary's University, TEES, TAMU-Kingsville, Texas Tech University, The Universities of Texas at Arlington, Austin, Dallas, El Paso, San Antonio, and Pan American, University of Houston.
