The 74th Texas Legislature (1995) established the Centers for Teacher Education Program. The Texas Higher Education Coordinating Board (THECB) was given the assignment of managing the program and was provided trustee funds to support the programs at several historically black independent institutions.
These institutions collectively form the Texas Association of Developing Colleges (TADC) and include:
Huston-Tillotson University in Austin
Jarvis Christian College in Hawkins
Paul Quinn College in Dallas
Texas College in Tyler
Wiley College in Marshall
The Centers for Teacher Education Programs at the participating colleges
