Welcome to the Academic Quality and Workforce (AQW) Division of the Texas Higher Education Coordinating Board. Our mission is to provide leadership, guidance, and resources for a variety of statutory and board-assigned activities. Included within our responsibilities are the review and approval of certificate and degree programs across public community and technical colleges, universities, and health-related institutions. We also administer state and federal grant programs that support career and technical education, engineering recruitment, nursing education, medical and graduate medical education, minority health research and education, teacher residency, and Autism Spectrum Disorder. AQW staff work with several advisory committees to improve transfer of students from public community colleges to universities through the Field of Study Committees, and gather input on undergraduate and graduate education issues through our Undergraduate and Graduate Advisory Committees. The AQW Division is also responsible for the oversight of degree-granting institutions other than Texas public institutions that wish to operate in Texas. The division regularly provides information on higher education to state legislators, policymakers, institutions, and citizens. We work diligently to administer programs efficiently and to improve the quality of higher education for the people of Texas.
