The Texas Higher Education Coordinating Board was created by the Texas Legislature in 1965 to "provide leadership and coordination for the Texas higher education system to achieve excellence for the college education of Texas students." The Coordinating Board meets quarterly in Austin. Board meetings are usually broadcast via the Internet as well.
The Board is made up of nine members appointed by the Governor for six-year terms. The Governor also appoints the chair and vice-chair. No Board member may be employed in education, serve as a community college trustee or university regent. Board Members serve on the following Standing Committees. Additionally, Advisory Committees provide guidance to the Board on various topics.

Robert "Bobby" Jenkins Jr. - Chair

Bobby Jenkins of Austin was appointed to a six-year term on September 1, 2011, by Governor Rick Perry. In September 2013, Governor Perry named Mr. Jenkins vice chair of the Texas Higher Education Coordinating Board. Mr. Jenkins also serves as vice chair of the Agency Operations Committee, as interim chair of the Committee on Affordability, Accountability, and Planning and as chair of the Task Force on Graduate Health Professions.
Mr. Jenkins is president of ABC Home and Commercial Services. He is chair of the Greater Austin Chamber of Commerce, Caritas of Austin, Austin American Heart Association Heart Walk, and Austin Independent School District Bond Oversight Committee. He is a member of the Texas A&M University College of Agriculture Development Council, and past president of the Better Business Bureau of Central Texas, National Pest Management Association, and Texas Pest Control Association. He is also past chair of the Austin Alzheimer's Association and Citizens Against Lawsuit Abuse. Jenkins received a bachelor's degree from Texas A&M University.
David D. Teuscher, M.D. - Secretary

David Teuscher of Beaumont was appointment to a six-year term by Governor Rick Perry. He serves as a vice chair for the Committee on Affordability, Accountability, and Planning, as a member of the Committee on Academic and Workforce Success, and the Task Force on Graduate Health Professions.
A lifelong beneficiary and believer in higher education, Dr. Teuscher has an orthopaedic surgery sports medicine practice at the Beaumont Bone & Joint Institute. He serves the youth of the region as a team physician for Lamar University NCAA teams and several local high schools.
Dr. Teuscher earned a Bachelors of Science from the University of Illinois at Urbana-Champaign, and his M.D. from the University of Texas Medical School at San Antonio, before completing his post-graduate training at The Brooke Army Medical Center on historic Fort Sam Houston, Texas. A U.S. Army veteran, David was decorated for service in Operations Desert Shield and Desert Storm.
Dr. Teuscher is a member of the board of directors of the American Academy of Orthopaedic Surgeons and the Texas Medical Association. He serves as a delegate to the American Medical Association and the American Orthopaedic Association for Sports Medicine. He recently completed service as the Vice-Chairman of the Texas Youth Commission.
Dora G. Alcalá **

Dora G. Alcalá is the former Mayor of the City of Del Rio, Texas. She was sworn in May 9, 2000 and is the first woman elected Mayor in the history of Del Rio, serving three terms. In her previous career she worked as a Management Consultant and motivational speaker for her company, Alcalá & Associates, which she formed after her retirement. Dora served 37 years as a civilian for the Department of Defense, United States Air Force and worked in the area of Human Resources Management, Financial Management, Education and Equal Employment Opportunity.
Career Highlights: In 1990, Dora received a presidential appointment from President George H.W. Bush as the Deputy for Equal Opportunity for the United States Air Force and attained the rank of Senior Executive (SES). During her assignments in the area of Human Resources Management, she worked as Director of Personnel in Air Force bases in Texas, New Mexico, Alabama, Florida, Madrid, Spain and the Pentagon, Washington D.C.
Family Background: Dora was born in Del Rio, Texas. She is the eldest of six children born to Antonio & Elisa Gonzalez. Her parents, first generation Mexican-Americans, were great believers in educating their children. Although they only attended school to the Second grade level, they succeeded, with much sacrifice, in educating all their children. Today, all of Dora's siblings have college degrees, including a Doctorate's. As a young girl, Dora traveled to California with the family to work in the fields as a migrant worker. When the work in California was over, they would travel back to Texas to pick cotton. After all the migrant work was over, they would return to Del Rio in the middle of the school semester. Dora has never forgotten her father's famous words: "If you don't want to spend the rest of your lives working in the fields, you must never forget how hard it is to do manual labor, and when we get back home, you must always study hard and get the best education you can."
Education: Dora has a Master's degree in Management from Webster University in St. Louis, MO, a Bachelor of Arts degree (Cum Laude) from Sul Ross State University in Alpine, TX, and an Associate of Arts degree from Southwest Texas Jr. College in Uvalde, TX. She is also a graduate of Air University's Academic Instructor's School and later became the Director of the Center for Professional Personnel Management & Development for the Air Force at Maxwell-Gunter AFB, in Montgomery, Al.
Recognition and Awards: Dora received some of the highest awards during her career with the United States Air Force. Through her involvement with the community wherever she was assigned she also received numerous awards and recognition: She is a recipient of the Governor of New Mexico's Distinguished Public Service Award, and California's Hispanic Woman of the year award presented by the Mexican-American Opportunity Foundation. Another national award was the Washington DC National Council of Hispanic Woman of the year. In December 1988, she was featured on the cover of Hispanic Times Magazine and also received the Yellow Rose of Texas Award from Governor George W. Bush. In 2012, Sul Ross named her a Distinguished Alumnus and the Texas Association of Mexican-American Chambers of Commerce (TAMACC) selected her as one of the recipients of TAMACC's Woman of Distinction Award.
Community Service: Dora serves on numerous boards and commissions. At the local level she serves on the Board of Directors of the Border Federal Credit Union, President of United Way of Del Rio/ Val Verde County, the Del Rio Hispanic Chamber of Commerce, Catholic Daughters and the Pan American Round Table. She is Secretary of the Finance Council of Our Lady of Guadalupe Catholic Church and also serves as a Lector. She had the privilege of serving on the Department of Defense Advisory Committee for Women in the Military and also served six years on the Council of Governments for the Middle Rio Grande Development Council and the Border Infrastructure Coalition.
Governor Perry Appointments: Past appointments by Governor Rick Perry include: Texas Military Preparedness Commission, Governing Board of Texas Department of Rural Affairs, the Regional Review Committee, and the Board of Regents for the Texas State University System. The latest appointment in 2014, is to the Texas Higher Education Coordinating Board.
Personal: Dora was married for 43 years to the late Alfonso Alcala'. Together they had three daughters (Diane, Monica and Nora). In 1985, an avid runner, Dora completed the Madrid Spain marathon and ran several half marathons in Albuquerque, New Mexico. In 2010, the City of Del Rio named the trail along the San Felipe Creek "Mayor Dora Alcalá Hike and Bike Trail."
S. Javaid Anwar **

Javaid Anwar was born in Karachi, Pakistan and upon completing his high school education, he immigrated to the United States where he attended the University of Wyoming and received his degree in Petroleum Engineering. Upon graduation, Anwar began a career in oil and gas in Texas that has continued for nearly forty years and led to his foundation and ownership of several oil and gas exploration companies and related entities. |
In 2011, he received the Outstanding Businessman and Entrepreneur Award from the Pakistan Chamber of Commerce-USA. In 2012, he received the Man of the Year award from Safeer-A-Pakistan. In 2014, President George W. Bush presented Anwar the Philanthropist of the Year Award from the Permian Basin Chapter of the Association of Fundraising Professionals. In that same year, then Texas Attorney General Greg Abbott and Lt. Governor David Dewhurst presented him the Businessman of the Year award from the South Asian Chamber of Commerce in Houston.In 2014, Anwar also received humanitarian awards from the Pakistan Citizens Foundation and the Human Development Foundation. This year, he received the Golden Hammer Award by Midland Habitat for Humanity.

Sada Cumber of Sugarland was appointed by Governor Rick Perry. Mr. Cumber possesses a wealth of experience as an entrepreneur, executive, fiduciary, diplomat and civic leader. His experience, relationships and sound ethical approach to corporate governance qualify him uniquely as an independent director, senior executive, outside consultant or special advisor to well-suited companies.

Fred Farias III, O.D.

Fred Farias III of McAllen, Texas was appointed to the Texas Higher Education Coordinating Board by Governor Greg Abbott in February 2015, and was confirmed by the Texas Senate on April 28, 2015.
Dr. Fred Farias III, a Rio Grande Valley native, graduated from The University of Texas at Austin in 1980 before graduating a Doctor of Optometry from Southern College of Optometry in 1987 and opening his first practice, 20/20 Vision Care, Inc., in McAllen in 1988. Dr. Farias is the immediate past president of the Texas Optometric Association where he has been an active member since 1988. Farias is also a former president of the Rio Grande Valley Optometric Association and an active member of the American Optometric Association as well as an American Academy of Optometry Fellow.
In 2001, Governor Rick Perry appointed him to the Texas Optometry Board where he served for seven years, in part as chair of the Licensing and Administration Committee. Farias has also served on The University of Texas ( UT ) System Chancellor's Executive Committee, the UT College of Communication Advisory Council, The University of Texas Longhorn Athletic Advisory Council, and co-founded The University of Texas Hispanic Alumni Committee of the Texas Exes in 2001. Dr. Farias received the Texas Young Optometrist of the Year Award in 1998 by the Texas Optometric Association and received the Outstanding Young Texas Ex Award by The University of Texas at Austin Alumni Association in 2002.
Dr. Farias is also active in the McAllen community, serving on the McAllen Chamber of Commerce Board of Directors and chairing the Chamber's Governmental Affairs Council. He previously served on the Vannie E. Cook Cancer Center Board of Directors as well as the Rio Grande Valley Arthritis Foundation Board.
Janelle Shepard of Weatherford was appointed to the Coordinating Board by Governor Rick Perry. She will serve a six-year term. She serves as chair of the Committee on Academic and Workforce Success, and as a member of the Agency Operations Committee.
Ms. Shepard is a registered nurse, board certified case manager and a senior director in population health at Texas Health Resources. She is a member of the Sigma Theta Tau International Honor Society of Nursing, American Case Management Association, American Nurses Credentialing Center, and the American College of Healthcare Executives. Shepard is a past member and past board secretary of the Texas Commission on Judicial Conduct. She received a BSN from the University of Texas at Arlington and an MBA in Healthcare Management from Western Governors University.
John T. Steen, Jr.
John Steen of San Antonio was appointed to the Coordinating Board by Governor Rick Perry. He is an attorney who recently served as the 108th Texas Secretary of State. As the state's Border Commerce Coordinator, he chaired the Border Trade Advisory Committee. He is vice chairman of the UTSA Development Board, an Executive Committee member of the Chancellor's Council of the UT System, a trustee of the Texas State History Museum Foundation, and member of the Philosophical Society of Texas.
A sixth-generation Texan born and raised in San Antonio, Mr. Steen received an A.B. cum laude from Princeton in 1971. At Princeton, he was selected as an undergraduate member of the Woodrow Wilson School of Public and International Affairs from which he received an S.P.I.A. certificate. Following his graduation from Texas Law School in 1974, he returned to his hometown to practice. He has been president/chairman of ten local nonprofits including the Fiesta San Antonio Commission, San Antonio Academy Board of Trustees, San Antonio Performing Arts Association, and World Affairs Council of San Antonio. He is a past trustee and vice chairman of the San Antonio Community College District (now Alamo Colleges) and a past trustee of Austin College. He has served the state as a member of the Texas Commission on Economy and Efficiency in State Government, commissioner and chair of the Texas Alcoholic Beverage Commission, and commissioner of theTexas Department of Public Safety.
Formerly a lieutenant in the U.S. Army Reserve, Mr. Steen is an honor graduate of the Army's Military Police School. Twice he received the Commander's Award for Public Service from the Department of the Army. He is a distinguished alumnus of San Antonio Academy, was honored twice with the Philanthropy Award from the Texas Association Against Sexual Assault, and received the Dream Maker Award from the Texas A&M San Antonio Foundation. He is an honorary Texas Ranger captain.
Mr. Steen is a member of First Presbyterian Church. He and his wife, Weisie, have been married 35 years and have three children and two granddaughters, identical twins born in 2012.

Christina Delgado of Lubbock, Texas was appointed in June 2015 to a one-year term as the student representative to the Texas Higher Education Coordinating Board by Governor Greg Abbott. She serves as a non-voting member for each of the board committees.
Ms. Delgado received a Master of Arts in Biblical Studies from Dallas Theological Seminary. Her studies focused on the Biblical languages. She was on staff at Prestonwood Baptist Church as the Spanish Ministry Intern. Ms. Delgado received a Bachelor of Arts in Interdisciplinary Studies with a concentration in Linguistics and English Composition with a minor in Spanish from North Greenville University in Tigerville, South Carolina. As an undergraduate student, she served as a chaplain for the student body and was a founding leader in a campus wide prayer ministry. Internationally, she taught English in Russia and China, and she was involved in humanitarian work in Swaziland, Africa. She studied Spanish and Latin American issues in Costa Rica, Nicaragua, and Panama.
Ms. Delgado is currently a second year speech pathology student at Texas Tech University Health Science Center in Lubbock, Texas. In addition to her role on the Coordinating Board, she currently sits on the Student Government Association as a class senator. She is a member of the National Student Speech Language Hearing Association (NSSLHA). She works for Lubbock Independent School District as a speech pathology assistant.
Raymund A. Paredes - Commissioner of Higher Education

Dr. Paredes spent most of his academic career at UCLA where for 30 years he taught as an English professor and serving ten years as vice chancellor for Academic Development. In addition, he served as special assistant to the president of the University of California System in outreach efforts to improve access to higher education for students from educationally disadvantaged communities.
Prior to joining the Coordinating Board, Dr. Paredes was director of creativity and culture at the Rockefeller Foundation, then vice president for programs at the Hispanic Scholarship Fund.
Dr. Paredes is a former member of the national board of directors for Big Brothers Big Sisters; was appointed to the Education Commission of the States by Governor Rick Perry; he served as a trustee of The College Board and Mercy College of New York, and was a member of the Board of Directors of the Texas Cultural Trust. In 2007, he was named one of Hispanic Business Magazine's 100 Most Influential Hispanics.Dr. Paredes was born and raised in El Paso, Texas. After graduation from El Paso High School, he attended The University of Texas at Austin, receiving a B.A. in English. He served in the U.S. Army for two years, including a 14-month tour with the First Infantry Division in Vietnam. After separation from military service, he resumed his education, receiving a master's degree in American Studies from the University of Southern California and his Ph.D. in American Civilization in 1973, from The University of Texas at Austin.
