The Purchasing Department of the THECB ensures that all purchases made comply with state law and the rules and regulations of the Comptroller of Public Accounts/Texas Procurement and Support Services (CPA/TPASS) and the Texas Department of Information Resources (DIR).
How Can I Do Business With the THECB?
We are required to solicit pricing only from the Centralized Master Bidders List (CMBL). If you are not a member, and are interested in obtaining information about the program, you can call or email the CMBL Help Desk at 512-463-3459 or email@example.com.

State agencies must schedule vendor payments, and where appropriate, discounts for early payment. When properly invoiced, state agencies must make prompt payment.
HUB Certification Information
The Historically Underutilized Business (HUB) program is a priority at the THECB. We actively encourage purchasing from and contracting with Historically Underutilized Businesses (HUBs) to provide goods and services to support THECB’s operations.
