House Bill 51, passed by the 81st Texas Legislature, Regular Session, required institutions of higher education designated as research and emerging research universities under the Texas Higher Education Coordinating Board's accountability system to develop long-term strategic plans to achieve recognition as a research university or to enhance the university's reputation as a research university. (Texas Education Code 51.358)

• Due date for 1st Plan: April 1, 2010
• Subsequent Due Dates: Following submission of the first plan, subsequent updated plans will be due one year after the institution's statutory four-year review of its mission statement and Table of Programs.
