The Texas Higher Education Coordinating Board believes that if students are to successfully transition to college they must become a part of a college-going culture. Through the network of P16 Field Specialists, THECB is encouraging and fostering the development of regional P16 Councils to serve as the change agents that can create a college-going culture throughout Texas. By initiating a statewide summit, the THECB believes the Councils will become more efficient and effective in closing the gaps and in creating a college-going culture in Texas schools and communities.
