Originally reported in 2016; classified as restricted research. 1.1.1. -- conduct a range of scientific and technical analyses to set the stage for successful voluntary water transactions in three targeted bay systems along the TX Gulf Coast, and to execute at least one successful "proof of concept" transaction within a three-year period. Water transactions will be an essential tool for protecting and restoring adequate environmental flow for TX bays & estuaries. Received additional funding.
