The study aims to develop, enhance and apply well established assessment approaches to provide an understanding of the needs of crime victims in Texas. While methodoligies used in needs assessment have become increasingly objective and scientific over time, it is, at its core, an evidence-based approach to identifying specific services needed for an identified population. In keeping with the trend towards more scientific needs assessments, the multi-stage study design proposed here incorporates qualatative and quantitative techniques, inclusive of transparent approaches, cost effectiveness as well as specialized perspectives. The proposed multi-stage needs assessment design utilizes social science research techniques to ensure the overall validity and reliability of the needs assessment prioritization process.
