The purpose of the FY13 FDA Contract # 2013-042271 in the amount of $951,586.00 is to accurately measure the frequency of illegal tobacco sales to minors in Texas, compliance with federal laws regarding the sale of tobacco products to minors, and compliance with federal advertising and labeling laws for tobacco products packaging. The TxSSC is responsible for collecting specific data designated by the Food and Drug Administration (FDA) and the DSHS such as inspection status, type of outlet, minor and clerk demographics, and sale outcome. A total of 6,000 compliance inspections are conducted by the TxSSC. The TxSSC selects outlets based on geographic proximity to schools, areas of low socioeconomic status and high minority populations, as well as high retail density. The TxSSC is responsible for training law enforcement officers and conducting, collecting, analyzing, and submitting observations and inspection data to FDA. The TxSSC administers and controls this program for the state, overseeing and directing the work of all subcontractors and assumes all responsibility of the implementation of the program in its entirety.
