The purpose of the FY13 TEP Contract # 2013-041939 in the amount of $1,000,000.00 is to develop a framework and coordinate statewide efforts to enforce Texas laws regarding youth access to tobacco products. The TxSSC is responsible for developing a written protocol to collect local law enforcement inspection data pertaining to tobacco enforcement efforts that are located in Tobacco Prevention and Control Coalition (TPCC) target communities and/or additional high risk target communities to conduct unannounced inspections using minor decoys. The TxSSC subcontracts with 50 to 70 law enforcement agencies to conduct approximately 8,500 retail inspections. The TxSSC collects specific data designated by the DSHS such as inspection status, type of outlet, minor and clerk demographics, as well as sale outcome. All data is checked for quality assurance, entered into a database, and sent to the funder for final analysis. The TxSSC administers and controls this program for the state, overseeing and directing the work of all subcontractors and assumes all responsibility of the implementation of the program in its entirety.
