Hiring Salary Range: $4,536 - $5,989.50 / Monthly

General Description

Performs highly advanced (senior-level) budget preparation, analysis and reporting work. Work involves overseeing the planning, organizing, coordinating, and evaluating of budgetary activities across the agency. May plan, assign, and/or supervise the work of others. Reports to the Deputy Assistant Commissioner for Business & Support Services. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

 General Duties and Responsibilities
  • Oversees and participates in the planning, organizing, coordinating, and evaluating of agency division budgets.
  • Work involves examining, reviewing, analyzing operating budgets, compiling statistics and reports related to budgetary activities, preparing and revising appropriations requests, reparing and monitoring program performance measures, and providing technical advice and assistance on budgetary matters.
  • Ensures the accuracy and timeliness of submission of the Legislative Appropriations Request (LAR).
  • Provides accurate, timely, and useful financial and budget information.
  • Provides advice and assistance on financial planning and management, ways to better utilize funds and staff, improvement of management accountability, and efficient means to reach program objectives.
  • Examines operating budgets to determine whether funds have been appropriately allocated.
  • Reviews financial and operating budget reports for accuracy and identifies areas in which more appropriate use of funds can be made.
  • Assists in the preparation of monthly, quarterly and annual financial reports for both internal and external use.
  • Prepares ad hoc reports and anticipates the reporting needs of the divisions.
  • Introduce rigorous reporting and analysis to drive financial transparency into the agency's financial results to provide multi-year financial transparency to strategic initiatives.
  • Ability to operate with a high degree of autonomy and establish strategic direction for multiple functions, while working effectively with other senior managers across functional areas. 
  • Interprets federal and state laws relating to accounting, financial reporting, and other business related functions and ensures agency compliance.
  • Prepares reports on performance measures.
  • Prepares fiscal notes and analysis of legislation.
  • Performs other work duties as assigned.
  • May supervise the work of others.
  
Minimum Required Qualifications
Education and Experience
  • Bachelor’s degree from an accredited senior college or university with major course work in business, accounting, or finance is required.
  • Three years of experience in budget preparation, analysis and reporting.
  • Experience in preparing and submitting the Legislative Appropriations Request (LAR).
 Required Knowledge, Skills and Abilities
  • Knowledge of principles, practices and procedures of forecasting methodologies, automated accounting, budgeting, and performance measurement and reporting. 
  • Skills in the use of a personal computer with an advanced level of proficiency in Word, Excel, and Access. 
  •  Ability to analyze fiscal management information to determine appropriate use of funds, perform statistical analyses, identify and develop budgetary reports and schedules, analyze management problems and develop and present solutions.
  • Ability to communicate effectively both orally and in writing.
  • Ability to supervise the work of others.

Physical Requirements and/or Working Conditions

Work is performed in a standard office environment and requires

·         Regularly, reliably, and punctually attendance at work;

·         Frequent use of personal computer, copiers, printers and telephones;

·         Frequent sitting;

·         Frequently works under deadlines, as a team member, and in direct contact with others.

 

Must be able to:

  • Demonstrate knowledge of customer service deliverables.
  • Show flexibility and adaptability toward changes in assignments and work schedules; and work extended hours as necessary.
